The Colts have been extremely quiet in free agency outside of a couple of minor signings or bringing back in-house free agents.  They haven’t even attempted to sign anyone at positions that are in dire need of upgrades like wide receiver, left tackle and tight end despite having over $20 million remaining in cap space. Apparently some agents around the league have noticed, according to The Athletic’s Stephen Holder:

On Thursday’s edition of Kevin & Query, the guys debated GM Chris Ballard’s handling of free agency versus how other teams like the Los Angeles Rams seem to be able to continue adding and manipulating the cap.

I’m sure [Jim Irsay] has made reference to the big spending free agency sprees and planted the seed in Ballard’s head to be hesitant. – Jake Query on one theory that GM Chris Ballard has been so hesitant to spend money in free agency

The guys also looked at Bill Polian’s run as GM with the team and while he didn’t spend in free agency he also had multiple Hall of Famers like Peyton Manning and Edgerrin James that were found in the draft.

Let’s say you’re an agent and representing multiple players in free agency and you’ve got a 317 area code calling you and the Inglewood area code and the Rams are calling, which one are you picking up? – Kevin Bowen on the Colts setting a bad precedent with their approach to free agency
